The City of Watsonville has programs to help low income people purchase and rehabilitate homes. The City of Watsonville recognizes the importance of home ownership and we have a number of programs that assist people in finding housing in Watsonville.

Housing Element Annual Progress Report

Government Code Section 65400 requires each local government to complete the Housing Element Annual Progress Report (APR) and submit it to the State Housing and Community Development Department (HCD) and the Office of Planning and Research (OPR) by April 1 each year. Cities and counties with a compliant housing element and up-to-date submissions of APRs gain access to State grant funds.

The Housing Element Annual Report details progress in meeting the City’s share of regional housing needs and local efforts to remove governmental constraints on the maintenance, improvement, and development of housing. The Housing Element APR is prepared using standards, forms, and definitions adopted by HCD. The data and information in the HCD forms document the number of new units of all types of housing in each income category, and the progress in meeting the City’s share of the Regional Housing Needs Allocation (RHNA).

Community Development Block Grant (CDBG)

The U.S. Department of Housing and Urban Development's (HUD) Office of Community Planning and Development (CPD) annually reviews the performance of each jurisdiction covered by 24 CFR Part 91. Each jurisdiction covered by this part has an approved 5-year Consolidated Plan, Annual Action Plan, Consolidated Annual Performance and Evaluation Report (CAPER), and is a recipient of funds made available under one or several programs administered by HUD.


 The City of Watsonville has an approved Consolidated Plan and is a recipient of funds made available under the Community Development Block Grant (CDBG) program. In conducting a performance review for a jurisdiction, HUD primarily relies on information obtained from the jurisdiction's Consolidated Annual Performance and Evaluation Report (CAPER).
 
 Each jurisdiction that has an approved Consolidated Plan and Annual Action Plan must submit a CAPER to HUD.

2022 DRAFT ACTION PLAN- FY 2022-2023
(July 1, 2022 - June 30, 2023)
 
 The 2022 Action Plan proposes activities that will provide low- and moderate-income residents with low-interest housing rehabilitation loans, expand youth recreation opportunities, improve City streets, provide job training, and enhance economic development efforts. The 
2022 draft Action Plan for FY 2022-2023 is available for your review.
